New changes and syllabus for IAS examination

Guide For Civil Services Examination

The Civil Services examination is undergoing a thorough overhaul with more emphasis on general studies and the dropping of the second optional subject. The changes will make it more a test of originality and skill than mere subject knowledge. The new changes are meant to attract candidates who have a thorough awareness of the various problems the country is grappling with.

New Scheme and Syllabus of Civil Services

The Civil Service Examination conducted in three different stages is used to recruit young graduates into the highest civil positions available in the country including many senior positions under various state government and departments and agencies of Government of India. The senior most Civil  echelons are recruited through this examination including that of Cabinet Secretary.

   Officers of the three important constitutional All India Services  (AIS). Indian Administrative Services, Indian  Police Service and Indian Foreign Service and the Diplomatic Service (IFS) are selected through this common examination which usually spreads over about 18 months. the examination, which is open to all candidates holding a graduate degree approved by the University Grants Commission (UGC) or equivalent qualification, attracts about 3-4 lakhs of applications per year and about 2 lakh serious competitors at the first stage of competition, now known as the Civil service Aptitude Test (CSAT).

     The Union Public Services Commission selects about 10-12 times the total number of vacancies of the year for competing in the main written stage of the examination and about twice to thrice the number of vacancies in the personality test. A merit list is produced based on the aggregate scores achieved by the candidates in those competitive subjects in the main examination and the personality test (interview) taken together. Only 2 out of 1,000 applicants figure in the final merit list and candidates need to be in the first 300 ranks to be allocated their services of first or second choice. In terms of the number of applicants and the intensity of competition, the examination is possibly unmatched in the entire world. Apart from banking, private sector management and teaching professions, the Civil Services offers best general opportunities for employment in the job market in India.

     Since 2011, the Union Public Service Commission has been making various changes to the pattern of the examination to reduce its predictability and increase its competitiveness. These changes are notified for the present year in UPSC's notifications dated 05-05-2013 and 26-05-2013 available in the UPSC website i.e., www.upsc.gov.in.

     The changes introduced in the preliminary stages of the examination have been implemented since 2011. The first change has been to replace the subject based optional paper in the preliminary examination with a general paper making CSAT an examination of marks (200 marks each in two papers) conducted on the same day across India. The subject content of the two papers is provided hereafter.

 Union Public Service Commission UPSC conducts every year CPF (Central Police Force) Assistant Commandant’s Exam every year that it conducts in written test, physical tests and interview.

Syllabus of the Written Examination Papers:-

Paper I: General Ability and Intelligence

The objective type questions with multiple choices in this paper will broadly cover The following areas:

1. General Mental Ability: 

 The questions will be designed to test the logical reasoning, quantitative aptitude including numerical ability, and data interpretation.

2. General Science: 

 The questions will be set to test general awareness, scientific temper,Comprehension and appreciation of scientific phenomena of everyday Observation including new areas of importance likes Information Technology, Biotechnology, Environmental Science.

3. Current Events of National and International Importance: 

 The questions will test the candidates’ awareness of current events of national and international importance in the broad areas of culture, music, arts, literature, Sports, governance, societal and developmental issues, industry, business, Globalisation, and interplay among nations.

4. Indian Polity and Economy:

 The questions shall aim to test candidates’ knowledge of     the Country’s political System and the Constitution of India, social systems and public administration, economic development in India, regional and international security issues and human rights including its indicators.

5. History of India: 

 The questions will broadly cover the subject in its social, economic and political spects. This shall also include the areas of growth of nationalism and freedom movement.

6. Indian and World Geography: 

The questions shall cover the physical, social and economic aspects of Geography pertaining to India and the World.

Paper II: General Studies, Essay and Comprehension

Part-A :– 

Essay questions which are to be answered in long narrative form either In Hindi or English totaling 80 Marks. The indicative topics are modern Indian history especially of the freedom struggle, geography, polity and economy, Knowledge of security and human rights issues, and analytical ability.

Part-B :– 

Comprehension, précis writing, other communications/language skills – to be attempted in English only (Marks 120) – The topics are Comprehension Passages, précis writing, developing counter arguments, simple grammar and Other aspects of language testing.

UPSC CPF Selection Procedure

Central Police Forces (CPF) (Assistant Commandants) Examination conducts by Union Public Service Commission for different central forces in India namely SSB, BSF, ITBP, CISF, CRPF. The selection process details are given below.

CPF (Central Police Force) Selection Procedure consists of 3 stages.
1. Written examination
2. Physical Efficiency Tests (PET) & Medical Standards Tests
3. Interview

1. Written Examination: There are two papers in the UPSC CPF Written Exam.

Paper I: General Ability and Intelligence – 250 Marks
Paper I consists of Objective (Multiple Answers) Type questions and questions will be set in English as well as Hindi. There is negative mark and 1/3rd (0.33) mark will be cut for each wrong answer.

Paper II: General Studies, Essay and Comprehension – 200 Marks
In this paper candidates will be allowed the option of writing the Essay Component in English or Hindi, but the medium of Precis Writing, Comprehension Components and other communications/language skills will be in English.

2) Physical Standards/Physical Efficiency Tests and Medical Standards Tests: Candidates who are qualified in the written examination will be called for the Physical Standards/Physical Efficiency Tests and Medical Standards Tests.

Physical Efficiency Tests (PET):

Candidates who are short-listed for Interview / Personality Test, including those short-listed for Interview / Personality Test provisionally will be issued a Detailed Application Form (DAF) in which among other things, they will be required to indicate their preference of services. As female candidates are eligible for appointment to CRPF, CISF, SSB and BSF only, they will be required to indicate their preference for CRPF, CISF, SSB and BSF only. Interview will carry 150 Marks.

4) Final selection: On the basis of written examination and Interview, final selection list will be prepared.

General Tips For Civil Services Aspirants

There are two clear categories of aspirants who make it to the Civil Services. Category one are natural  aspirants and the other are late aspirants. The natural aspirants are by themselves or by inspiration from parents, etc. Groomed for an exam like civil services very early. They concentrate on the language(English) and attain a good language learnt from a good school is the most vital. The vital link not only for civil services but a strong foundation for just about any career in the modern knowledge economy. If  you are cut off from the global link language, remember, you cannot communicate with 60% of Indian, forget the rest of the world.

Good English is the Key:

If you are mono-linguistic without English and still aspire to join civil services, do not be cajoled by the fact that some 15% candidates do make it to IAS and other services in a regional language or Hindi. The reality is that your post selection training and career advancement is intricately linked to your dexterity in English. It may be possible for a Hindi speaker to be effective in a Hindi speaking state for the initial years but the moment you are in a position requiring  close interaction with Delhi or the UN and other international agencies your linguistic skills in English are put to test.

      It is good enough that you read and comprehend  you must hold a one to one, one to group, within a group and to a large audience, targeted meaningful conversation in English. You are not required to write like Shakespeare or Wordsworth, but your writing should be legible , clear, and precise and done with absolute economy of words. I hope this gives a clear idea of what to work on first in the long curve to rach the victory stands in civil services selection.


Get Fit:

Second key success point- something  which many experts rate much lower, but not me: Fitness. It is
extremely vital that you look your age or younger. Every year a few fatsos may make it to the services and realize that they are the laughing stock in the training phase and even thereafter. Civil Services jobs daily include a lot of sitting down before files and computers and a generally rich diet leading to putting on weight. Many senior cops avoid wearing the uniform precisely since the belt do not come in suitable sizes. If you have three-four years to appear for the exam, do not miss the daily work out. A Five kilometer jogging, working in a gym, aerobics and a healthy diet come together. Imagine you walking into the IAS interview room with a Sumo wrestler's body... It is just not going to work. So the intellectual types who tend to ignore their vitalbody in favour of a virtual brain, please note, the board sees the body first and brain well, if it is there, after a few minutes. Practise nice walking and sitting postures: learn to display a polite but confident body language.

Get a Positive Mind Set:

The third requisite which needs early cultivation is a positive mind in that healthy body. I have found maximum deficit in this attitude even amongst successful candidates. Many suffer from low self esteem, moral and lack of overall confidence. Believe in yourself. Keep increasing your own efforts. I know many candidates who would be upset or threatened on coming across a more confident of highly placed candidate.Confidence comes only with practice, it is not good enough that you are learning or practising; therefor please go ahead and compete. Join elocution, quiz and writing contests and see what is happening. Winning is the lesser point. Make your point, speak out and be counted.

A Through Reading Habit:

The fourth criterion is a thorough reading habit. From newspapers to competition magazines, develop a very good current reading. Do not limit yourself to academic subjects; read a lot of leading literary works, the classics and the major Indian works in English. Reading makes you travel without moving a finger and makes you knowledgeable and well rounded in your experience.

     A fifth early success cue is to work for the community. Do not limit yourself to study, study and study alone. Engage yourself in some community concern, some general activity helping others. If you do not have any such opportunity near, join NCC or NSS. They really count in both creating a sense of community as well as leadership skills. Organizing events linking several agencies and people with conflicting interests is a key skill every civil servant needs. So develop these skills early.

Winner Never Quit:

Finally , develop a positive outlook and smiling countenance when facing insurmountable problems. Life in
general or competition or the civil services is not for the chicken hearted. Those heats which break easy or tire fast, remember: Winner never quit and quitters never win! When the going gets tough, it is the tough who gets going.....

      It is virtually impossible to prepare successfully for the IAS after graduation if your position on the attributes is poor. So those who are planning and still have time on their side please get cracking on these......There is no time to lose and every day count.

UPSC CPF (BSF,CRPF,CISF) Eligibility Criteria 

UPSC CPF (AC) Eligibility Details: Union Public Service Commission’s (UPSC) Central Police Forces (CPF) (Assistant Commandants) Examination eligibility details are given below.

1) Nationality: The candidate must be a citizen of India.

2) Sex: Both males & female candidates are eligible for appointment to the of Assistant Commadants in CRPF, CISF, SSB and BSF. However, for appointment to the post of Assistant Commandants in ITBP only Male candidates are eligble.

3)Age: Candidate must have attained the age of 20 years and must not have attained the age of 25 years on 01-08-2014, i.e he/she must been born not earlier than 02-08-1989 and not later than 01-08-1994.

4) Age Relaxation:
i)5 years age relaxable for SC, ST candidates.
ii)3 years age relaxable for OBC candidates.
iii)5 years age relaxable for civilian central Government servants in according with the existing instructions of the Central Government .Ex-service men will also be eligible for this relaxation.
iv)5 years age relaxable if a candidate had ordinally been domiciled in the state of Jammu and Kashmir during the period from 1st January 1980 to the 31st day of December 1989.

5)Educational qualifications: A candidate must be a Bachelor’s Degree if a University incorporated by an Act of the Central or State Legislature in India or other educational institutions established by an Act of Parliament or declared to be deemed as a Univeristy under Section-3 of the University Grants Commission Act, 1956 or possess an equivalent qualification.
Candidates appearing in the degree exam are allowed to appear this exam but they submit proof of passing along with the detailed application forms which are to be submitted after the qualification the written test, medical standards test and physically test.

6) Restrications: The candidates who has been finally selected in earlier examination to the post of CPF (Assistant commandants) Examination will not be Eligible for this Exam.

7) Physical Standards: Candidates must meet the prescribed physical and medical standards for admission to Central Armed Police Forces (Assistant Commandants) Examination.

Civil Services personality test Details for IAS Preparation

The Personality Test:

The personality test will now carry only a weightage of 275 marks unlike the previous 300. It may also be noticed that the English and regional languages paper which carry 300 marks each will be only of qualifying nature and candidates are required only to pass these examinations which is normally possible without any specific preparation. Only comprehension and a sense of grammar have to be there.

     A More careful examination of the General Studies paper would show that the Paper-II and Paper-III  (General Studies 1 and 2) are more of continuation of the previous scheme with focus on  ( i )Indian Heritage and Culture, History and Geography of the World and Society,(ii) Governance, Constitution, Polity, Social Justice and international Relations.

     However, Paper IV and Paper V (General Studies 3 and 4)seems to be an altogether new introduction with specific themes identified as (1) Technology, Economic Development, Bio-diversity, Environment, Security and Disaster Management, and (2) Ethics, Integrity, Aptitude.

As these subjects are introduced for the first time, it may not be easy to find references in these subjects. This gives new ground for coaching classes, etc. Besides, finding good text books on subjects like Technology, Biodiversity, Security and Disaster Management, etc. Though a lot of references are available on ethics in the business context, public management ethics has a very poor bibliography as of now. What would worry many candidates even with a background in applied philosophy could be the extreme subjectivity involved in these themes. However, there is no need to worry unduly as the difficulties are uniformly applicable to all aspirants. The list of subjects to choose from for the optional paper is given below.

Changes in the Main Examination

Usually the Commission revised the examination scheme every ten years. This time the implemented changes follow the recommendations of an Expert Committee constituted for the purpose, chaired by Dr.Arun Nigavekar, former Chairman of the University Grants Commission (UGC). The Commission has discussed the proposed changes with senior Central and State officials and the state level Public Service Commissions before seeking the final approval of the Central Government.

     It may be kept in mind that the initial notification issued on 05-05-2013 was further amended on 26-05-2013. These changes were warranted because of the criticism which arose on certain restrictions in the initial notification imposed on the use of regional languages both as medium as well as optional subject. The changes made on the basis of the recommendations of the increasing the importance of General Studies by adding two specific paper as well as introducing a compulsory English paper which all candidates have to attend. It was further stipulated initially to allow optional subjects in literature of languages only to those graduates who have studied it as their main subject of study for graduation.

The rationale for removing the second optional is explained as follows:


As most graduates tackled a new subject for the second optional, many commercial coaching institutes were fleecing the aspirants by teaching the basics of a second subject in the few months available before the main examination as 'crash courses' it was also found that the second subject, often mastered only for the purpose of the examination, did not add any lasting professional value to the aspirant. It was also felt that various candidates are succeeding by focussing exclusively on what is know as 'highly scoring second optional subjects' which gave them a distinct edge over their chosen subjects and General Studies. Some of those subjects like Public Administration are hardly offered at University level.

     The present changes clearly make the General Studies which will have four papers instead of two previously the area to focus on, as it will carry a weight age of 1000 marks in the written examination consisting of 1750 marks. Apart from the conventional essay and basic English and regional language which comprises the first paper (Part A&B), General Studies will have four papers with subject areas detailed below. I am extracting the scheme of main examination for easy understanding.
